Unlike academic demography, which focuses on developing theories and explaining demographic trends, applied demography is concerned with providing timely, useful information that helps organizations and policymakers make decisions efficiently and effectively.
A key difference between the two perspectives is that academic demography is largely driven by researchers’ interests, which aims to deepen our understanding of population processes. Applied demography is largely driven by the needs of clients, policymakers, businesses, and communities. It is focused on delivering actionable insights under time and resource constraints.
Applied demography has a direct impact on everyday life. It provides the evidence used by governments, businesses, and non-profit organizations to make decisions about issues such as education, healthcare, market planning, housing, infrastructure, and the allocation of public resources. In this way, it helps ensure that services and investments are aligned with the needs of changing populations.
Q: Can you share a concrete example where demographic insights directly influenced a policy or planning decision?
A recent project to forecast water needs in Greenville, SC, USA, shows how demographic analysis can support practical planning. The local utility company, Greenville Water, brought together demographers, water engineers, and planners to estimate where future population growth would occur and how this would affect water demand.
Using population and housing forecasts, satellite images, digital maps, and local expert knowledge, the team examined expected growth across small geographic areas. Their analysis showed that although the district's population is projected to grow by about 153,000 people by 2050, most of this growth is likely to be concentrated in just 25 of the 301 local areas studied.
By identifying these future growth hotspots, Greenville Water was able to focus its plans for new water infrastructure on the places where demand is expected to increase most rapidly. This example illustrates how applied demography helps organizations make informed decisions about future investments and public services.
Q: What are the key demographic trends today that policymakers should be paying closest attention to and why?
While population aging is rightly receiving significant attention from policymakers, one of its less recognized but potentially far-reaching consequences is its impact on migration patterns, particularly at the international level. As fertility rates decline and populations age across much of the world, many countries that have traditionally supplied large numbers of migrants are themselves experiencing labor shortages and demographic pressures. This means that the pool of potential migrants available to move from traditional “sending” countries to “receiving” countries is shrinking, in some cases more rapidly than others. It is important that policymakers rethink workforce, migration, and economic growth strategies.
Q: How do demographic shifts translate into changes people experience in their daily lives?
Demographic shifts may sound abstract, but they have a direct impact on our everyday life. To name a few, as populations age, people may notice longer waiting times for healthcare services, growing demand for care workers, changes in retirement policies, and a greater need for age-friendly housing, communities and cities. While migration can help fill labor gaps, support economic growth, and contribute to more diverse communities, it also increases demand for housing, schools, and public services in destination areas. Keeping in mind the impact that population aging is having on migration, these demographic changes shape where people live, work, access services, and interact with their communities.

Population forecasts are essential for short and long-term planning, but they always involve uncertainty, especially when looking far into the future or at smaller populations. It is therefore important to communicate not only the most likely outcome but also the range of possible outcomes. This can be done through alternative scenarios based on different assumptions or through probabilistic forecasts that estimate the likelihood of different future results. Since uncertainty increases over time, decision makers need to understand both the limits and the value of forecasts when using them to guide planning.
There is no single best way to present forecast uncertainty. The most appropriate approach depends on an organization's needs, resources, and technical capacity. Many agencies may benefit from starting with scenario-based forecasts and gradually moving toward more sophisticated probabilistic methods as expertise develops. Whatever approach is chosen, it should be communicated clearly and used consistently to ensure that decision makers and stakeholders can understand and confidently apply the results.
Q: In your experience, how well do policymakers and institutions understand and use demographic data?
It varies greatly. One issue is that some decision makers have vested interests and will either ignore studies that are contrary to their vested interests or attempt to intervene in some manner. It also may be the case that information needed to make an accurate forecast is withheld. This could lead to less effective decisions and policies, and poorer outcomes for communities and organizations.
Q: What ethical considerations arise in applied demography?
Applied demography often involves the use of sensitive information about people's age, health, ethnicity, migration status, income, or place of residence. This creates an ethical responsibility to protect privacy, ensure data confidentiality, and prevent the misuse of information that could stigmatize, discriminate against, or harm individuals and communities. These concerns are particularly important when working with vulnerable groups such as migrants, minority populations, older adults, refugees, or low-income communities.
Q: Looking ahead, what emerging demographic changes or blind spots do you think deserve more attention from researchers and decision makers?
One demographic blind spot that deserves much greater attention is the long-term impact of sustained low fertility. While population aging is widely discussed, declining fertility rates may have even deeper consequences because they gradually reduce the number of people entering the workforce, forming families, and supporting social institutions. Fertility decline is now occurring across all major world regions, albeit at different speeds, raising important questions about the long-term sustainability of labor markets, healthcare systems, social protection programs, and economic growth.
A second area that warrants more attention is the interaction between demographic change and societal resilience. As populations age and the share of working-age adults shrinks, communities may face increasing difficulties maintaining essential services, from healthcare and elder care to infrastructure and economic production. The 1993 book by P.D. James, Children of Men, later made into a movie, does a great job of illustrating the effect of a lack of births. Demographic trends should not be viewed in isolation but as forces that can amplify other challenges, including labor shortages, rising dependency burdens, and regional inequalities. Policymakers therefore need to look beyond short-term population growth and consider how changes in population structure will affect the capacity of societies to function and adapt over the coming decades.
More broadly, it is important to think about demographic change over much longer time horizons than is typical in public policy. While my projections are intentionally long term and speculative, they underscore a key message: demographic trends that seem gradual today can have profound cumulative effects over time. This makes it essential for researchers and decision makers to pay closer attention to fertility decline, population aging, and the uncertainty surrounding future demographic trajectories when planning for the future.
