I am Tuan Anh Lai, a PhD student at the University of Transport Technology (Vietnam) and a project management professional at Noi Bai International Airport.
 
My research began with a practical question arising from infrastructure management:
 
How does knowledge become actionable?
 
In complex systems such as airports, decision-makers operate under uncertainty, incomplete information, evolving technologies, and changing regulatory requirements. Traditional models often assume that knowledge can simply be transferred into practice. However, real-world experience suggests that the process is far more complex.
 
This observation led me to explore the interaction between human cognition, artificial intelligence, and governance systems.
 
My current research focuses on:
 
• Human–AI Interaction
• Knowledge Circulation
• Infrastructure Governance
• Distributed Cognitive Systems
• Airport Sustainability
 
Recently, I shared a preprint titled:
 
"Infrastructure Systems as Distributed Cognitive Architectures: A Human–AI Framework for Governance and Knowledge Circulation"
 
The paper proposes that infrastructure systems can be understood not only as physical or regulatory systems, but also as distributed cognitive architectures where knowledge emerges through continuous interaction between people, information, AI-generated outputs, and institutional structures.
 
I am particularly interested in discussing the following questions:
 
• How should AI be integrated into governance systems?
• Can infrastructure systems be understood as cognitive ecosystems?
• What role does human interpretation play in transforming information into actionable knowledge?
• How can knowledge circulation improve decision-making in complex environments?
 
I look forward to learning from researchers working in AI governance, socio-technical systems, infrastructure management, sustainability, and related fields.

This research is strongly influenced by my practical experience in airport infrastructure projects. One of my goals is to bridge the gap between academic theory and operational reality by studying how knowledge is generated, interpreted, and applied in complex infrastructure environments.

Hi, interesting topic.

In my opinion the answer to your first question, "How should AI be integrated into governance systems?" is not on, but AI will be the new norm of mega-institutions consindering the acceleration of AI and inability of keep the pace of the institutions. It may be a good result if we guide the right direction.

I appreciate your perspective. I agree that AI is rapidly becoming embedded within institutions and governance processes, largely because the pace of environmental, technological, and societal change is exceeding the capacity of traditional decision-making structures.

However, one of the questions that interests me is whether governance should adapt to AI or whether AI should be designed within governance frameworks. In my research, I tend to view AI not as a replacement for governance, but as an epistemic component that can support knowledge generation, while human interpretation, accountability, and institutional legitimacy remain essential.

I fully agree with your point that the direction matters. Perhaps the real challenge is ensuring that the increasing integration of AI strengthens collective learning and decision-making rather than simply accelerating existing processes.
