About Sharique Hassan Manazir

Dr Sharique Hassan Manazir is a distinguished scholar in Policy Science whose work spans public policy formulation, analysis, and evaluation, as well as digital democracy, governance,  and exclusion studies. He is recognised for his original theoretical contributions, notably the Non-Linear Public Policy Framework and the Policy Panopticon, both of which are widely referenced in contemporary global policy analysis and evaluation literature. 

He earned his PhD from Jawaharlal Nehru University, where his research examined how government-enabled digital participation platforms shape policymaking and the forms of exclusion they reproduce. His publications appear in top-tier international journals, including those ranked within the top 1% of Scopus-indexed Q1 publications, published by Springer Nature,  Routledge, and Oxford University Press. He has also published numerous policy briefs, book chapters and has an upcoming Public Policy solo-authored textbook with Routledge  Publications.  

As Assistant Professor at the Kautilya School of Public Policy, he teaches three courses across trimesters, including two mandatory courses, i.e. Foundations of Public Policy and Design  Thinking for Citizen-Centric Policy Formulations and one elective course, Technology, Society and Governance. In the last two years, he has supervised numerous MPP dissertations, including one that received a Dean’s Gold Medal. His Design Thinking course has been completed by over  2,000 government officials across cadres and services, via the Capacity Building  Commission’s iGOT platform, achieving a 4.5/5 rating. 

Dr. Manazir has been invited to present his work at leading global institutions, including the Centre for  Policy Design and Governance at Syracuse University (New York), the Humboldt Institute for  Internet and Society (Berlin), ICTP Trieste (Italy), the Lee Kuan Yew School of Public Policy  (NUS Singapore), Jawaharlal Nehru University, Jamia Millia Islamia, and Dublin City  University in collaboration with the Digital Constitutionalism Network. He is a columnist for The Quint and regularly contributes expert commentary to The Indian Express, LSE South Asia,  News18, and ABP News. 

He is a member of the prestigious Science and Democracy Network at Harvard University and the Society of Emerging Ethnographers at the University of Texas at Austin. He also serves as an  Area Editor for Data & Policy (Cambridge University Press) and is a member of GigaNet’s  New Membership Approval Committee. Previously, at the Indian School of Business, he led capacity-building programmes for senior government officials and was the founding member of the Parliamentary Support Programme,  as well as the rollout of India’s first State Legislative Research Fellowship and Legislative  Training Programme. 

Dr. Manazir is also a certified ATLAS.ti Professional Trainer, one of the very few experts across the Asia–Pacific region specialising in manual and AI-assisted qualitative and mixed-method research. His methodological expertise spans thematic and sentiment analysis,  discourse analysis, grounded theory, design-thinking flameworking, and quantitative data collection, analysis, and visualisation. He supports government and non-government organisations seeking to modernise research, monitoring, evaluation, and policy analysis workflows through AI-assisted, high-granularity, evidence-rich methods.
